I have a couple of Linksys Voip phones in my house. Is it possible that I can test it without calling the phone company to have it activated? Model no. for the devices are SPA2102-R.

Sure I believe this is just an ATA and integrated router. You could set up your own server to register them to and make internal calls. A google search should be able to provide you with something free if you don't already have something capable.

Get to know Asterisk phone server and register them to it, play around with the system it is a lot of fun. Now, if you are looking at making calls outside of your network, either get a VoIP provider or get appropriate equipment that routes VoIP calls to regular POTS phone network- for which you'll need a home phone/fixed line, there aren't that many hardware makers that make adapters that use cellular telephony.
